I am in slight disagreement with his focus and his presentation, so let me also describe the way things are, albeit in a bit less flashy manner. In plain English, let me put it into perspective on a larger scope, because he is compartmentalizing the problem.
The technology is definitely part of the live global data-collection, but its main objective is full control, and its transmissions come from the central AI that is running the global simulation, while processing live data, in order to “advise” the globalist technocrats on the next steps towards the 2030 agenda. What people think is mass surveillance is actually mostly data collection towards this purpose:
The technology requires graphene-based nano-computers in the person (receivers, transmitters, and CPUs). Such nano-computers have been parts of all “covid” injections, including the ones from China and Russia. They are self-assembling structures that can be controlled remotely through 5G or comparable technologies. Primarily, they are used for manipulating the person’s health, DNA, feelings, but they can implant thoughts or even false memories. At worst, the subject can hear voices and excruciating pain, when disobeying the voices, or just drop dead.
When it comes to studying the brain, data collection is inevitable, because everyone’s brain is slightly (or even drastically) different (this one of the reasons why even the most sophisticated lie detectors simply cannot work reliably), changes all the time, and individual anomalies can be analyzed by the central AI only in live situations, so the results of “brain wave” surveillance cannot be interpreted without the IoT enabled and focusing on specific persons, whose DNA and their MAC addresses are unique identifiers and necessary tools for manipulating, sickening, or even killing them.

However, neurons firing at light speed in the brain also obey Heisenberg’s uncertainty principle, so even the smartest quantum-based AI can only model brain functions in an open system without any more conclusive results than whatever a person’s conditioning allows. While popular culture and the MSM have been doing a great job at predictive programming, not everyone falls for the ruses. In fact, it’s relatively easy to keep one’s mind mostly intact from them:

Personal approach: quiet time, call it meditation or whatever- time taken to actively quite my thinkings - not easy but very helpful- focusing on single thought- when mind drifts - get out the lasso and rein it back to the single point.
Eventually an extreme calm of nothingness. It’s just a nice helpful exercise to reduce the chatter and increase discernment.
Of course some folks think I’m nuts, I don’t care :).
