It highly doubtful that the house has no grounding, but allegedly, there are products that "clean" the lines. Some say they are good, while others call them gimmicks. The width of your wiring can be determined by the amp ratings of the breakers in the box. 15A is typical, but water heaters or electric ranges/ovens need at least 30Amps. A new breaker box makes no difference in your outlets, because they are not grounded. Grounded outlets are necessary for surge protection and for large appliances, so the box must be grounded, no matter what, and you need at least a grounded line for your washer/dryer, water heater, and your range (if you have an electric one). Fridges, irons, and large appliances (e.g. electric grills) also require grounding for safety reasons.
Never heard about Cleanvolt, but it looks like it offers surge protection (not sure what kind) and clean electricity. If it accomplishes the latter, it's most likely useful, because it straightens out jumps in your electric lines, which amounts to being less disturbed by EMF (the body is bothered a lot more by sudden fluctuations than the presence of power, unless the power is too much.)
If the grounding wire is in the walls and run the the box, an electrician can connect them. Rewiring the house can be quite expensive, but it is a good idea, because fires can start, if there is no ground connected to the outlets. Apologies, but switches cannot make up for the lack of grounded outlets...
"Much larger" plug-ins are probably 220V plugs and sockets. Those are safer than 110V, because they run at lower amps.

I have an induction hob and electric oven working on a single 16 amp. The only thing is I cannot turn them both on.
