Do you think it is possible that these bastards will be forced at some point in the short term to delay their plans again? And I said "again" because they in fact had to delay their "Agenda" from 2021 to 2030...
In other words, if (for example) a President of a Third World nation and other members of his cabinet decide to stop obeying their masters, there are going to be reprisals in the short term that will provoke chaos and lead to the imposition of martial law.
And the same thing will happen if the masses revolt.
Well, you"re right: that has been always the strategy applied in both cases, indeed. The only exception is when that revolt of the masses has been provoked by the rulers themselves.
And any community created "off grid" is going to be chased, too. However, this type of community has to be created, because this is the only way to ensure that at least some humans will survive the totalitarian attack.
But, of course, they have to be build almost in secrecy, many little ones instead of a huge one, dispersed through the territory. This is the only solution that appears to me to be effective.
That's how I would handle it, if I were one of the monsters.
The real rulers are invisible and/or unreachable. All the eyes can see are delivery boys and girls.
People living off-grid can be hunted down, but that can take years, because they pose no danger to the establishment. On the other hand, the technocratic world is doomed to collapse in a few years, so gaining time can work. Off-grid communities can last only as long as their resources last, and only if they have an underlying ideology in which certain things are more important than survival.
The whole system is rotten and it's built to collapse.
The masses cannot make a difference; only those in positions of power could, but even that is questionable.
If the enablers and the enforcers realized they are going to be next, they might be able to make a difference, but chances are, they would only provoke the next "plandemic" caused by areal poisoning with food, water, and energy shortages, and the resulting chaos would ensure martial law, which would deprive legislators of their power.
